1. Determined as growth in HEPI/CPI over the period of 2014-2024.
Note: "Total E&G" includes E&G programs (program code), instruction (101), education research (102), public services (103), academic support (104), student services (105), institutional support (106), and operation and maintenance of plant (107); "Total Auxiliary" includes auxiliary (809); "Grand Total" includes "Total E&G" plus "Total Auxiliary". During the COVID-19 pandemic, institutions incurred one-time expenses such as testing, quarantine housing, and upgrades for distance learning, as well as suppressed personnel expenditures like travel, professional development, and hiring. Including these COVID-related expenses may skew comparisons across those years.
